Yes, you can sharpen the smooth edge and serrated teeth using standard tools. The smooth left edge responds well to a flat file or bench grinder; simply maintain the original bevel angle and work from the spine toward the cutting edge. The serrated right side requires a round or triangular file small enough to fit individually inside each tooth gullet. Most detectorists touch up the smooth blade every few hunts in rocky soil and sharpen the teeth once or twice a season. Chrome-moly steel holds its edge significantly longer than budget carbon steels. Avoid overheating the blade on a bench grinder, or you risk ruining the factory heat-treatment temper.
